The bigger characters are 立体金箔画.
立体 = 3-dimensional
金箔 = Gold leaf
画 = Artwork

立体金箔画 = 3-D artwork made out of gold leaf.

The smaller characters within the rectangle should be 典藏金品 which means that it is a collectable item. The strokes of the second character isn't very clear from your picture but that is my best guess.
