Of course. Ask yourself this: why wouldn't you?

Because I'm on rent allowance... I can't afford to pay monthly rent.. Is there anyway the CWO would help pay because it's a Dublin house and its 950 and I wouldn't have that money saved in a year

You would be entitled to getting a deposit only once when you are on rent allowance, so you can go to your CWO and ask him for money towards a deposit, it is a one off and you will only get it once in your lifetime.

I'd only want it the once applied for a council house so I only need the rented house for a little while

You will not be getting a council house for many years. Make sure you look after the deposit the CWO gives you(if you get one)., because you will have moved a few times before you get a house, and you'll never get another deposit.

you could be waiting a long time for a council house, then again you may get lucky, as long as the monthly rent is within the guidelines for your circumstances, there should not be a problem, go speak with your C.W.O

I dont think it'll take that long for reasons that I'd rather not discuss on an open forum

You shouldn't expect that. You don't need to discuss anything if you don't like, but don't be banking on getting a council house quickly.
