Rent Supplement-problems!

    Hello,
    me and my boyfriend are both on BTEA and study undergraduate courses. My boyfriend just finished his third year and is going to apply for an extra year as well.
    When we finished the college all our payments became means tested and our budget is around 340 euro weekly. I've been looking for a job in my area but no progress so far. My boyfriend works part time only-two days weekly.
    Therefore it became quite hard for us with rent recently.
    Honestly I was really hoping I would find a job for the summer but so far nothing...
    We decided that maybe we can be entitled for rent allowance in our case-even temporarily, however we were kind of refused....
    The officer asked me why we didn't apply for a rent allowance before and I said that we didn't know if we were entitled to anything, also she said that if we are so long on BTEA we should have applied for rent allowance before and she asked as: So how did you pay for your rent? I said that my boyfriend worked during the college-and we had extra money from his work.
    And now I can't find a job and my BTEA is stopped so it is much harder for us with money.

    Unfortunately she said that we financially are entitled to rent allowance but we can only be considered if we register in Housing Authority (which takes up to 10 weeks) for Social House.
    Therefore my question is: was she right she refused us Rent Supplement in our case?
    And what can I do in this situation?
    Do I have to register in Housing Authority(We may not be accepted on the list) and wait weeks for rent supplement?
    Any ideas appreciated....
