Puppies bad breath

Hi I have a 7 month old Cavalier king Charles and he has very bad breath. I wash his teeth frequently so don't think its that. I had him neutered few weeks back and vet checked his teeth while he was asleep and they perfect. I am feeding him Burns food so don't think its that either. I am grateful for any advice. Thanking…
