There is no such thing any more as a provisional license. It's now a Learner Permit. http://www.ndls.ie/en/learner-permit/what-is-it.html

You can renew your learners permit as long as it is within 5 years of the expiry date as far as i know. That is assuming you don't have any bans.

Where you are renewing your learner permit, you must submit:

• A fully completed NDLS "Application Form for a Learner Permit"
• The appropriate fee
• Your current learner permit
• If applying for a third or subsequent learner permit you must submit evidence
  - that you have sat a driving test (Failure certificate) or
  - that you have a forthcoming driving test
• A completed NDLS Medical report form if required in your case
• Evidence of PPSN
