    Hi,

I purchased a car in the UK on 29/05/14 as i have not received the relevant paperwork yet i have not been driving it since i brought it back on the date above. My question when i pay the VRT is it from the date when the car entered the country or when the VRT is paid.

    Thanks in advance.

From the date the car entered the country. A penalty rate of 0.1% of the total VRT payable accrues for every day that the car has been in Ireland if you don't pay before the 30 day deadline - and that's on top of the VRT payable.

You need to read the sticky on Importing from the UK; you won't get a change if ownership cert or a new V5C from DVLA. The seller should have provided it to you in its entirety when you purchased. The seller then notifies DVLA if the sale to an overseas purchaser by letter. I suspect you're waiting for something which will never arrive...
