Efflorescence on bricks - does it have to be removed?

tl;dr - unfinished house that is watertight has efflorescence on the ground floor bricks, mainly on the mortar. It must have been rained on before the upper floor / roof went on.

All walls will be sand/cement plastered, does the efflorescence need to be removed before doing so? I'm guessing as it's salt based, the answer is yes?

Anyone have any good recommendations for how to remove it (without using a power hose and saturating the inside of the house)?

I had this and just used a deck scrub and sometimes spade to scrape off.
