Hi my mum asked me to post this. It's this fly that is destroying her garden. Can anyone tell me what it is and how can she treat it.

Looks like blackfly on a Nasturtium perhaps? You could spray the plants with a systemic bug spray like Provado which will get rid of them for this year.

I agree . my Nasturtium are covers right now I use them. keep blackfly off my veg
if plant is small put in bucket of water. or use soap spray to wash them off if your Nasturtium are for eating.
