    Hi,

Can anyone suggest the best way to set up an android PC for sharing music stored on a hard-drive with other devices.

Is there an app other than Google play music that will let me back up the music and make it accessible to a couple of devices ?

Play Music doesn't seem to allow you to back up music on android, only by using Music manager on a PC :(

Are you sharing locally on the same LAN or to other people on different networks?

Initially it would be sharing the music over the wifi at home.

It would be even better if I could stream the music when outside the home so maybe a cloud based server ?

Devices will be android phones/tablets and maybe an ipad

or create a playlist with someone on one of the many streaming apps, I only use google music so I am sorry I cant help. :(

Well in that case, you just need to host a DLNA server from the Android PC. This will then be accessible on any device (Android, Windows, iPhone etc.) on the same network with apps such as VPlayer, VLC (on iOS), BubbleuPnP etc. The app seems to have HTTP options for streaming too for in future.
