    Settings->iCloud->Keychain (switch on).
    Think that should solve it.
    Also check Settings->Safari->passwords and auto fill.

    Sign out and try sign in with a wrong password. Does it ask Olof you want to update keychain password?

    Ok not sure but found some more you could try. Do you have a passcode lock set on the phone? Apparently if you don't it won't allow you to save passwords.
    Also you could try and go to settings-safari-advanced-website data-remove all.
    I assume you don't get the auto fill password option on a password field (as in they're already stored from your backup)?
    Oh and it doesn't work if you've private browsing switched on: https://discussions.apple.com/message/25469922
