Citizenship through natrulisation question.

    Hello, A friend of mine who was going to get his citizenship through natrulastion has encountered a problem. A letter was sent to him which neither of us understand what it clearly means. It says that: "The Onus is on the application to provide proof of identity by way of a valid passport and failing that a letter from the relevant government department clearly stating why a passport cannot be issued"

    What does this exactly mean? He has no passport unfortunatly due to some reasons.

    This is very straightforward.
    What are the reasons that he has not got a passport?
    His embassy should be able to supply him with a letter explainaing why he has not got a passport. If there is an issue that he cannot proof current nationality due to disagreement with his government then he should not be following the naturalisation route. What is his current status? Is registered with GNIB and what documents does he possess?

    Yes currently he is registered with a GNIB card since 2011. He has a document from his countries government which his brother obtained and it states why the government is not giving him a passport.

    He has a GNIB card which is acceptable as an id document for one Government department but don't assume Governmeent departments actually speak to each other.
    I would recommend providing a letter explaining why his government is not issuing a passport and forward it with a photocopy of his GNIB card.

    Normally it is not possible to get a GNIB card with out a valid passport.

    Apparantly he got it on exceptional measures.
