we have a small area in corner of living room where there was a minor leak a few years ago. Its totally dried out now, but there is loose paint, which we can scrape off, but there is plaster coming off in areas too and we are not sure what way to deal with that. How do we patch up any areas where the actual plaster is coming off?

I know we need to paint over that damp stain with primer after that & go ahead and paint, but what is the best thing to use on those patches that have concrete showing!?
    Thanks in advance!

no sorry, it won't show up properly on a pic, its only starting to chip off in a tiny section & I know when we go to start scraping off the loose paint that its going to take more off!

If its only a small area, get a small tub of quick dry filler and apply with scraper / filling knife. paint over once set.
