highlighting items on maps

I'm trying to create a map that i can highlight different items on it ie here are all the utilities, then i click and it will highlight the most frequently used ones. I was going to do it through powerpoint but that would take ages. Does anyone know a quicker way?

Do you have the data of the utilities (location) and how frequently they are used?
