I put a row of shrubs half way up along an embankment at the back of our house. To let them get established and shop weeds and grass growing up around them, I've put down a square of weed guard cloth and rocks around it.
The slope is about 60 degrees, will enough water get through to the roots?
I have a slit in the upper part of the cloth and left a bit of a gap.
Hopefully the picture attached will work

Provided it rains, yes. The soil will hold moisture despite the slope.
