Preparing exterior of house for painting

I'm getting the exterior of the house painted soon. I'd say it hasn't been painted in 6 - 7 yrs. What prep should I do before hand? Should I get the house powerwashed? Windows cleaned and free of cobwebs obviously. On the sills some of the paint is peeling - is it ok to just paint over that? What about the front of the gutters, downpipes etc?

    Thanks :)

    Are the walls dashed?
If the peeling sill paint is bad you should probably burn it off.
Are the gutters/downpipes PVC or steel?

Walls are just normal render, not dashed.

Sills aren't too bad, just a few small areas of peeling.

Not sure if pvc or steel and am away at the moment so can't check.

Scrape off all flaking paint ( This is the tough part ). Dont bother trying to scrape off all paint. You will know when you have enough off a particular area.
Get yourself 5-10ltrs of stabilizing primer.
Apply to entire surface ( brush / roller ) paying particular attention to sufficiently coating the areas where you removed the flaking paint.
    Allow to dry overnight.
Apply 2 coats of you exterior emulsion of choice.
