HTC One Setting menu no longer working

Getting a sudden error com.android.settings has stopped working Google and Android forums just say to goto debug via settings menu, which is obviously impossible. Anyone had this problem before?

I managed to uninstall settings and the only thing I could do is factory reset it by booting it in to recovery.
