a friend of mine is Polish and is not sure(as i am not) about the new tax system in terms of selling or scraping a car. his is out of tax since april. if he sells or scraps now is he liable for the back tax? sorry if its been asked before

If he sells he is not liable, the same for scrap.
Either way he doesn't have to pay.
