WD40 isn't much good - try tiny bit of brake fluid on the pivots over the course of a few days

brake fluid will strip off paint and is toxic - about 100cc will kill you

That wont work, cause the 3 or 4 levers (depending on number of spool valves) are all rotating around a common shaft, on nylon bushings. The shaft rusts, and tightens the bushings. The next thing that will happen is the whole assembly will break away from the cab . Only way to cure the problem is to disconnect all the activating rods connected to the underside of the levers, and undo the two bolts holding the entire set of levers to the base of the cab. Then when you get the assembly in the vice, carefully dissemble piece by piece (take a few digital photos to help the memory ) Clean the shaft with emery paper or whatever, and reassemble everything, lubricating as you go with copper grease. You will have forgotten how smoothly they used to operate!

I had to do mine this spring, and also repaired the spool valves, one of which had a broken part on my tractor. Kind of a cast alloy pivot part held on with two screws (if that makes sense) these parts are available from any tractor parts place for a couple of euro. I was afraid I would have to go through Fiat.
