Depends who she is flying with. AFAIK you can't travel with Ryanair without a passport.

Edit, what form of ID is she planning on using for the kids as I think with AL you need driving licence or passport.

She phoned ryanair in Birmingham and they said she didn't need passports?

For immigration purposes she doesn't need a passport, only valid ID. Every airline has their own ID requirements though and Ryanair (at least for Irish citizens) require a passport if you check in online

The mother will need a passport though.

Interesting that other countries require children to have a passport, even for domestic flights.
