Water Pump only kickes in after 10-15mins

Hi Guys,

I need some help with my water pump at home.
The house has 3 floors.
The water pump is located beside the hot water tank on middle floor.
I have a shower on top floor.
The pump works perfectly when I use my middle floor shower.
when I use my topfloor shower, there is no water coming out for 10-15mins then the pump kickes in and water is coming, then another problem is the hot water and cold water pressure is not balanced. its either cold or boiling hot there is no middle.

any ideas ?

Id first be checking filters in the shower
