Can't get 2003 Ford Focus to enter 'learning mode'

I just bought a 2003 Ford Focus and the remote central locking is not working with either of the 2 keys. I read the manual, and online, and found the steps required to put the car into learning mode to program the keys, but it states that there should be a chime to indicate that the car is now reprogramming the remote locking and this is not happening.
The chime that indicates the lights are on when you exit the car work, so I dont think it's the chime itself, and also the central locking works perfectly when you unlock/lock with the key in the door so I dont think its a fuse. I've tried changing the baterries in the keys too, with no luck.

Anyone have any ideas before I bring it to a main dealer?
