Starting in a job and not sure whether i need to submit this form. My employer isn't very clear on this either. Do you need to submit it anytime you start a new job or is it only required for someone who has never worked in the state before?

Only if it's your first job ever/in state do you need to fill out the 12A.

You just need to get in touch with revenue and get them to send your employer/HR department a P45 - or give it to him/them yourself if you have the hard copy.
