    Just fine tuning my gears and noticed my when I am in small sprocket and large chainring and try to adjust the limit screw it has no effect. Any help

    If it's the H screw on the FD, and you wish the FD cage to go out further, then your cable needs tightening, as the shifter has reached the end of its travel.

    But the should the derailler not move in if I loosen the screw

    No, loosening a limit screw (either one) allows the derailleur to out in whichever direction the screw controls.

    Also, while opening the L screw will always make the FD cage move in towards the frame (because the spring is always trying to pull it in that direction), note that opening the H screw will only make the FD cage move out if there is some remaining tension in the cable - if not, you'll have to re-clamp it.
