On the Megane II it might be a sticky or failed reversing light switch on the gearbox, a cheap and easy fix. If I remember correctly my reversing lights failed at the same time and both functions returned when the reversing switch in the gearbox was replaced. If the car doesn't know the gearbox is in neutral there is no way on earth it will allow the engine start unless it senses the clutch is pressed, it's a good safety feature I wish was more widespread.

If it was the other way around (brake starts, clutch won't) then I'd suggest checking the wiring going into the plunge switch behind the clutch pedal.

The clutch switch is the default for starting, the brake switch is a back-up.

Check the clutch wiring, green plug I think.

On my Meg II the clutch and brake start are independent and the plunge switch for the clutch has no bearing on the ability to start the car by pressing the brake with gear in neutral. I've often driven around with the clutch switch sitting in the glovebox and while I got limbered up enough to crawl under the dash to repair a broken wire going into the plug. It was only when the reversing light switch failed that the ECU wouldn't allow the car to be started on brake pedal. That's just my experience but perhaps the OP's car is different.
