    I suppose they could be for TV, no doubt overpriced & underperforming.

    They look like the kind of thing typically used for wireless internet. Why there would be 2 of them side by side, well we don't know the nature & use of the building pictured.

    If you took the photo because you're thinking of getting something similar for your own house, my advice would be not to bother.

    If you want something that sits fairly close to the wall, get a proper full-size "grid" aerial, something like the Triax BB. (Now listed as a legacy model, incidentally.)
