It's not a car, so I don't think that fully comp applies. We've always used getcover.ie. They have different levels of insurance and clearly state the maximums covered and any excess for each of the different levels.
VHI is another popular one, but considering it's meant to be for a year, I personally found their max levels to be quite low.
