I received a letter from county council today stated that I have been fined of 150 euro for illegal dumping. The event was happened on early May. it also stated in the letter that: "after recycling the driver leaves an empty plastic bag on top of the existing rubbish."

I always bring the empty bags with me after recycling. But I did recall that there was only one incident a while back, because the bag was leaking (I use the free white small bag I got from butchers), there is no public rubbish bin near recycling area and I have two babies sitting in the car waiting. so I left the bag on the scene. I think that's the incident the fine letter from.

I think the fine is very steep for someone only left an small empty bag. is there anyway I can apeal for it?

The fine for littering/illegal dumping is a fixed fine. €150 for first offence, and then escalates up to €3,000.

The fine is €150 for a small piece of chewing gum too. I don't think it is unreasonable that you were fined for leaving a "small empty bag" there, you still littered which is illegal (not to mention disgusting). I also fail to see why 2 small children prevented you from putting the bag in the boot. Pay the fine, there is no point appealing as you won't win and bring your rubbish home with you the next time.
