Type of grass?

    Hi can anybody tell me what type of ornamental grass this is?

    Reminds me of the leaves of crocosmia (montbretia) so may not be a grass at all. Has it ever flowered? or are there small bulbs at the end if you carefully pull one stalk out of the ground?

    It's actually on the side of a road opposite a house which the owners tend. Tbh I've never seen it flower, although it's only caught my eye this year. Can't really pull a stalk as it's not mine.

    if it is mombretia it prob wont flower till August
