Back wheel stuck

Have a 2005 Citroen c3 which has been sitting up and now back wheel seized tight, handbrake is very tight and can hardly be pulled up, any ideas on how to fix it easily..thanks

Either handbrake cable seized or sticky brake pads/shoes.

If there's a cable - needs to be replaced. If there are sticky brakes - take a wheel off and carefully use a hammer to lose brakes.
