Minor Travelling to Portugal

Flying to Portugal on Thursday. My niece is travelling with us without either of her legal guardians and is under 16.

We will have a letter of consent from her gaurdians but do I require it to be witnessed by a public notary ? Blurb from Ryanair is as usual confusing!
Portuguese routes: Portuguese nationals and alien residents under 18 years leaving or re-entering Portugal, to or from a non-Schengen member state unaccompanied by their father, mother or legal guardian need a travel authorisation. This must be signed by both parents or legal guardian with the signature notarised if the parents or legal guardian reside in Portugal; or authenticated by a Portuguese embassy or consulate in the country where the parents or legal guardian reside. This travel authorisation is also required when minors are accompanied by a person other than their father, mother or legal guardian. In such cases the travel authorisation must also clearly show the name of the accompanying person. Foreign minors under 18 years and traveling alone may be refused entry if they do not have anyone in Portugal taking responsibility for their stay.

    thanks in advance.

I don't see how that is confusing. It clearly states that foreign minors and travelling alone might be refused entry. The minor in your case is not travelling alone they're with you, what's the problem?

Just to update as its important. If the minor is booked on the same booking they are considered to be flying with an Adult nothing is needed. However if the minor is on a separate booking/itinerary they are considered to be travelling alone regardless of who is on the plane with them and will require a consent to travel signed by both parents and witnessed by a public notary. The wording on the website is confusing so we got clarification before travelling from Ryanair.
