Old driving test/licence records

I have a relative that wants to prove he held a category B driving licence in the 1970's, he has no records of it himself but knows he passed the test in the early 70's and maintained a licence up to the mid 80's when he let it lapse, I remember seeing an old style red licence in his car on occasion when I was a youngster.

Who would have records of this, the county council who issued the licence have been unable to locate records, he wants to try the test centre where he passed but these are now controlled by the RSA who claim not to have any record of the test from the 70's, does anybody know which government department was responsible for driver testing in the 70's?

He plans on freedom of information requests to the county council, the RSA and whichever government dept. was responsible for testing back then, he has insurance policy's from the time but they have no record of his Licence, does anyone have any other ideas on where he could look for proof of either holding a B Licence or passing a test in the 70's.

Would his past insurance company be any good I wonder?

    Thanks Colm

He has tried them, they don't keep records that old, he has copies of numerous policies from the 70's in his own records but none of them mention the type of licence he possessed, they seem to have just taken him at his word, he never remembers presenting it to insurance companies.

In answer to your very long standing question the records should be with the local authority (county/city) where he originally applied for the licence. However if the licence has lapsed for more the 10 years it will be totally defunct and not renewable.

Why does he need those details.

They will be of no use if he is reapplying for drivers licence.
