If a person has say 9 or 10 months motor tax on a car and wants to change the car, can they transfer that tax onto a new car or is that money lost?

Money lost or an easier sale. Nearly a full years tax will make a potential buyer more interested

No, the tax stays with the car.

This is sometimes used as a sales point "it comes with 10 monhts tax"

    That'll do, thanks :)
