soot or hazard?

    I visited a persons ground floor apartment today and noticed this on their ceiling... it looks like a vent of some type... can someone explain the black soot and if it is harmful and what can be done?

    no open fire, that circular object on the ceiling is a vent i think... the apartments are reasonably new...5 years id guess...
