The UK TV rights for the next 2 World Cup final tournaments went to tender a few months ago.

An article in the Telegraph last week reports that the BBC/ITV will be announced soon as the winning bidders after the other potential bidders opt out. There was speculation late last year that BT Sport could be a potential bidder.

The RoI rights for the 2 tournaments, under an EBU umbrella agreement, were awarded 2 years ago - http://www.ebu.ch/en/union/news/2012/tcm_6-74750.php

No surprise really, as long as the football tournaments remain A-listed, and as long as BBC and ITV are willing to continue the carve-up, they will win. Neither Channel 4 or Channel 5 would have the resources to either outbid a joint BBC/ITV bid or, even if they did, to deliver the comprehensive coverage required.

BT Sport would never meet the criteria for "qualifying service" - available to 95% of the population of the UK without any payment.

There was some speculation that the delay in awarding the UK rights was due to the continuing uncertainty over the 2022 tournament and where and when it will happen.

Also no doubt delayed because of the FIFA/UEFA ECJ court case against listing of the tournaments as designated events in the UK which finally concluded last Summer.

    Officially confirmed
On the financial side, the executive approved the decision of the Finance Committee to award the 2018 and 2022 FIFA World Cup™ media rights in the UK to BBC/ITV and in Germany, for 2022, to ARD/ZDF.
