The BAI have begun a consultation about 'Access' to programming they help fund.
    The details are available here

    http://www.bai.ie/?p=38619
The consultation will remain open until 23rd July and the BAI is seeking responses from the general public, representative groups and broadcasters. People interested in responding to the consultation can do so online via http://access.baifuture.ie , where the consultation document is available in signed video, sub-titled and audio formats.

    PDF of the document itself
    http://access.baifuture.ie/wp-content/uploads/2013/08/20140508_AccessConDoc_vFINAL_IRE_ENG.pdf

For those who have something to say about items not explicitly addressed in the document, I would refer you to Question 7, which allows for submissions not dealt with in previous questions.

From a personal point of view, I will be addressing the situation regarding Setanta providing a 'FTV' service and not a 'FTA' service for their funded content.

I would urge everyone with an interest to make some submission even if it is just to agree with everything.
It is important, I feel, that people respond to the consultation, if for no other reason than to let them know people do care and are watching.

    ;)

It's not about access to BAI funded programming, the consultation is about "access rules" to Irish broadcaster programming. The level of subtitling, ISL signing, audio description services broadcasters must provide to viewers with certain disabilities.

Nothing to do with the BAI S&V card.

Ofcom have similar access rules - http://stakeholders.ofcom.org.uk/broadcasting/broadcast-codes/tv-access-services/

Its an interesting topic, but nothing to do with conditional access systems.

    Moved to Broadcasting.

They carried out their review on S&V Funding a few months ago. I asked that such funding not got to a pay broadcaster in the future.

New review doesn't say anything about new broadcasters, strange considering UTV is starting next year.

The audio description and signing targets apply only to RTÉ (why not TG4???). TG4 and commercial broadcasters only have subtitling targets.

I don't really understand why AD doesn't apply to all channel for imported programming.
