Planning permission required?

Property with no driveway - I am looking at knocking down the front wall and paving/concreting the garden to make a driveway.
The cerb is low on the road outside so no issues there. No obstacles like traffic lights or lamposts etc.

Would I need planning permission or can I just fire ahead?

    Thanks
