Could the wet winter have killed bulbs?

Planted about 100 anemone de caen , and about 20 iris reticulata and allium drumstick bulbs last autumn but less than 10 anemones showed their faces in spring. They were in a South facing border so only thing I can think of its the monsoon like weather we had. Is that possible?
