Purchasing Unfinished Property Pitfalls

    Hi Guys
    Looking for some advice on buying an unfinished house.
    Its basically a two storey house on a small plot of land.
    Roof on, windows/doors, first fix wiring/plumbing, insulation and plasterboarding all complete.
    The catch is; work was commenced in 2003 but has been mothballed for as long as I can remember since moving to the town.
    Apart from the expected odd broken window and a bit of graffitti it is in pretty good nick.
    My real concern is that it seems planning law dictates 'works must be complete within five years' but if it is not must full planning permission be resought or is there an easier workaround?
    Fortunately i shouldn't have to go to the banks and am happy with the work that may lay ahead, however would hate to buy and find that someone objects to ABP if i have to reapply.
    Any help would be greatfully appreciated
