Trying to buy a car(pre 2004) and am a little confused about this.Acorrding to info below, when you buy a used car, seller fills in your details in part b and send off but gives you the rest of the vehicle registration cert. Is that correct?

    Copied from citizeninformation site

Buying a vehicle registered after 1 January 1993
If you privately buy a vehicle that was first registered after this date, the seller must fill in your details on part B of the Vehicle Licensing Certificate (Vehicle Registration Certificate for post-April 2004 vehicles) and return it to the Driver and Vehicle Computer Services Division. The new details will be registered and the amended certificate will be sent to you. The seller will give the Vehicle Registration Certificate for a pre-April 2004 vehicle to you when you buy the vehicle.

He fills in your details, you sign.
Seller then sends it off to Shannon and Shannon then sends you the new cert.

I see your confusion. That seems to say the seller gives you the VLC on a pre 2004 vehicle. I think that is incorrect, go to the Government website, rather than a third party site

I can't recall what the VLC wa like, did it have a tear off section for new owners?

OP the best thing to do in situation is bring a stamped address envelope with you when collecting the car. Both you and current owner sign the change of ownership section, pop it into the envelope and both of you drop it into your nearest post office to be sent to Shannon. That way you know it was posted as a lot of sellers get lazy, leave it at home or misplace it.

Wonder why they removed that system ?

Seems a good idea that each party has something to show for the car and sale

As most people nowadays have phones with good quality cameras is it not simpler for a buyer to take a photograph of both sides of the completely filled out cert before driving away in the car.
And probably not a bad idea for the seller to do the same before posting it to Shannon.

I dont think shannon would accept that as evidence though,

like in the courts there was something that you couldn't use evidence from a digital camera as it could be edited ?
