If you log into home wifi on windows phone and then log into a public wi fi, can the public one retrieve your home password?

Wifi handshakes don't work like that no. In the most basic sense, a hotspot or SSID is a middleman. It says Marco your phone says polo. So it hears that and asks for the password, you phone will provide it the password for that network, not some other stored network like your home network.
