Rules Question

    If a player and his partner start a strokeplay competition in a stipulated round from a hole other than the first because there was a queue at the first and then proceed to play the remainder of the 18 holes finishing on the hole prior to the one they started on, what if any is the penalty.
    I am thinking Rule 11.5 playing from wrong teeing ground applies with same penalty as 11.4 for failure to rectify before teeing off on the next hole..ie disqualification.
    Am I correct or incorrect?
    In the Rules of Golf while there is a definition of a stipulated round I cannot find any penalty for failure to play the stipulated round.

    The stipulated round consists of playing the holes of the course in the sequence prescribed by the Committee – see Definition of “Stipulated Round”. These competitors were in breach of the conditions of the competition and the Committee should in this case impose a penalty of disqualification under Rule 33-7.

    Did they get permission to do so? Is it normally allowed?

    No never allowed apart from shotgun starts in team events and then everyone is advised
    Were informed by 2 other members that they were not playing the stipulated round and could be disqualified and carried on playing

    Rather than open a new thread the subject of this one seems apt...

    Playing partner was a few yards from stakes/rope defining GUR at the weekend, the stakes/rope in no way interfered with stance or swing but were in the line of play.
    The definition of movable obstruction hinge on stance/swing after a quick check in the little rules of golf I had in my bag so he played it as it lay.
    Was this correct i.e. could he remove the stakes for his shot and then put back afterwards??

    Yes he could remove and replace them without penalty.

    Ah, you can take it as gospel from an experienced golfer, unless of course there is a local rule in place permitting the removal of GUR stakes (most unlikely, but possible)

    Anymore opinions guys, I've had a good read of rule 24 and some further notes on the R&A website and they remain on the 'stance or swing' hinge point so I don't think you can walk a couple of yards forward and remove these guys (stakes and rope)?

    Unless those markers are defined as an integral part of the course they can be moved under rule 24. See definition of obstruction.

    Yeah, I think I got sidetracked around the definition of GUR etc and it's rule on stance/swing when really it was the basic definition of movable obstruction that covered it, this article covers it very well.
    I did find out that you can never move out of bounds markers though which I never knew and I know some courses with them as internal OOB stakes so will be wiser now.

    Just in regard to your last point - the R&A and USGA recommend that where internal OB stakes are not applicable to the hole being played, there should be a local rule deeming them immovable obstructions.
