I think the accepted and best solution for this is to re slab with new plasterboard, skim and paint. It would be next to impossible to scrape off the artex without destroying the skim underneath. Another option (although it may work out a little more expensive) would be to sheet the ceiling with prefinished matchboarding, with coving around the perimeter to cover the joint.

    +1 as above,

Just doing this to one of my cottage ceilings. Tried wetting and scraping the "stippling" but just destroyed old plasterboard. Bite the bullet and reboard over the top of the old. Messy job but finish is much better.

You could try scraping/scratching back to a level where ceiling can be reskimmed but I am sure plasterers find it a bit of a nightmare to do.

You fit new 2400 x 1200 12mm thick plaster boards to the existing joists above the ceiling using black plasterboard screws or some people will use nails.

You don't need to remove the old ceiling unless there are areas that will not let the boards fit flat. Full boards are fitted first and then the smaller areas done with cut down boards.

The plasterer will then come and use a sticky scrim tape along the joins and then will 'skim' a thin plaster coat over the boards for a smooth finish. Then you repaint when dry and hey presto a new ceiling.

In a normal sized room a ceiling can be boarded and skimmed in one day.

I steamed off the old artex with a wall paper stripper then got someone to re-plaster the whole ceiling.

As said re slab and skim its the right way, I have done this hundreds of times including after someone has tried to skim over it, beleave me it always falls down with time and also remember if its an old ceiling there will be asbestos in the stippling so a mask should be worn
