Cracked roof tiles

Quick question I'd a extension built and some roof tiles where cracked during installation. I didn't pay the roofer fully as he was to come back when the job was finished to fix the roof issues. He came back last week and said he'd completed the repair and now naturally is looking to be paid now. I climbed up to inspect the repairs and he replaced some tiles but glued or used mastic to repair others. Is this good enough? I'm thinking it wouldn't survive frost/weathering for very long or am I being pedantic?

    You're right
Firstly the mastic Is only a temporary option it won't last
Water gets in anywhere tiles are nor expensive Ok there's a bit of work fitting them but nothing major so get him to replace them or use the money to pay some one else to do it
