How to get contractor's tax number etc

We're currently in the process of applying for a grant to upgrade the heating in my Mum's house. When I got the form from the local county council, they were insistent that we should not inform the plumber that we were applying for a grant .... that they'll be hiking up the prices etc etc and what not.

Part of the form requires the plumber's C2 number and some other tax details (sorry, can't remember off hand). Are there any means to get these details without asking the plumber himself ? And if so, would I have to pay for same, or are they freely available via company searches/calling Revenue etc ? The plumber is RGII registered, but I believe the registration goes with the person rather than the company (as far as I know anyway), so there were no details on the RGII website that were of any use to me.

Anybody have any ideas at all ?

No there are not. Ask the plumber and tell him what is for and tell the council employee to read his own form.
