Can my friend apply for his citizenship?

    My friend came to Ireland in 2001. He got his permission of leave to remain in 2009 but due to some matters which he likes to keep personal he couldn't register until 2011. Before 2011 his permission of leave to remain was renewed until 2014. He got his GNIB card again for a second time 2 months ago and has his permission of leave to remain renewed until 2017. He is wondering can he apply for citizenship through natrulization?

    Presuming by "2009" you mean "on or before 17/05/2009", he can certainly try. The Minister's position has traditionally been that residency only counts by the dates of the stamps in your passport, but in the Sulaimon case the Supreme Court held that the date on the Minister's letter granting permission to remain was the operative date. I am not sure if this is being applied now in all cases. In Sulaimon the applicant was only off by a couple of weeks, not a couple of years.

    Thank you very much for your help. I got my Permission on the 30/3/2009.
