Expired Full License and EDT

I've been looking on the RSA's website and on this forum but can't see that this specific issue has been addressed. Someone I know had a license long before the new regime came in but it expired well over ten years ago. All the information I can find on EDT refers to those whose first learner permit was issued after 4 April 2011. As the learner permit has replaced the old provisional, does this mean that they will need to the full course of EDT (as they've never had a 'learner permit')? Or does the fact of previously having had a provisional then a full license mean that no EDT is required?

    Thanks

If his license has been expired for that long, they will have to do the EDT lessons and, go thru all the steps that a first time learner just starting out will have to do.
