Cheap places for holidays?

    I'd like to go on a holiday, I'm hoping to bring a friend along, but he's fairly low on cash, so a cheap location is ideal. Originally I was thinking of Tenerife, which was great, but perhaps there could be an even cheaper option. We're looking for sun and fun things to do, a good water park is a huge bonus, somewhere like Santa Ponsa in Majorca or Las Americas in Tenerife would be ideal. We're willing to go pretty much any time of the year, lets just say next January or so at the latest, if it'll save money, but only if it's a place that stays open year round, as I was in Majorca in October once, and it was terrible. And of course the weather would have to be good at the time.
    And are there any techniques for finding cheap holidays? Rather than just looking on a travel site and booking the cheapest?
