Qualified adult on disability payment

    Ok relative asked me could I find out if he was entitled to a qualified adult top up from welfare so any help appreciated.

    He is a widow with an adult child currently getting disablilty allowance and he has a widowers pension turns 66 in 2 years time.
    Question is would he be entitled to a top up allowance on either his widows pension or when he turns 66 on his old age pension

    I think the best bet here would be pop in to your nearest citizens advice centre. They are very helpful and will steer him in the right direction.
    AFAIK there is no way to receive two payments even if one is half rate. They stopped this a few years ago I think.
    I am not sure about this but if he is the carer he could be entitled to carers benefit (reduced amount). Go to the citizens advice or call them. They will know for sure:)

    Your relative should apply now for Carers Allowance in respect of his adult son.
    He should go all out with supplying medical evidence to support this application.
    When your relative is 66 his widows pension and his Carers (if he has it ) will automatically increase. Good luck.

    If he gets his Carers now then the payment weekly from SW would be Widows=€193 and 1/2 rate Carers €102. At 66 this would increase to Widows €230 and 1/2 rate Carers €119. If he gets the Carers now the household will also be entitled to €35 per month Electricity a free TV licence Respite care grant €1375 in June and your relative would have Free Travel. This is subject to there being no Budget changes to these schemes.

    Is there any other rules on carers? Such as other income etc ? Adult is also on disability allowance and in cairde services home 9-5 Monday to Friday is this relevant in any way?

    Sure. The means test for your relative is that he can have weekly income in excess of €330 per week and still get the €102 carers. His sons income is not assessed.
    Your relative needs to explain that while his son does go to the day care centre, he needs help to get up, get ready, have breakfast, get dressed, clean teeth, brush hair etc etc. Your relative is saying he has to be there when his son gets back at five, make dinner , take care of him for the evening help him to bed etc.
    The dad needs to say that he takes him/accompanies him to GP chemist hospital appointments shopping outings etc.
    I cannot stress enough how important it is that the dad literally spell out how much care and attention his son needs and that he is the one giving this care. A seperate page can be used to accompany the application form setting out the scenario. You might do this for him. The sons GP needs to back this up.
    The answer to the question on the form "how many hours do you spend caring ?" Is 35+.

    You must meet the qualifying criteria for Carer’s Allowance.
    The person you are caring for must be:

    Over the age of 16 and so incapacitated as to require full-time care and attention or Aged under 16 and getting a Domiciliary Care Allowance.
    The person receiving care is regarded as requiring full-time care and attention where:-

    He or she is so incapacitated as to require continuous supervision in order to avoid danger to him or herself or continual supervision and frequent assistance throughout the day in connection with normal bodily functions, and
    He or she is so incapacitated as to be likely to require full-time care and attention for a period of at least twelve months.

    There are no PRSI requirements for Carers Allowance. There are for Carers Benefit but not the Allowance. Your relative should be applying for Carers Allowance as I advised in my first post.
