NCT - Can cars be failed on wing mirrors?

I'm just reading through the NCT manual. It seems to say that saloons don't need wing mirrors? Am I reading this correctly?

"1. Estate and hatchback cars are required to be fitted with an exterior rear view mirror on each side of the vehicle.

    2. All other vehicles should be fitted with an internal rear view mirror."

I'm just wondering my saloon has electric mirrors with dodgy motors, meaning I have to adjust them by hand instead of the control inside the car. But it seems I don't need mirrors at all?! Thanks

Technically they don't but once the manufacturer fits them they're subject to testing. So long as you can adjust them manually they should pass.
