Rent allowance; moving local authority; moving county

I was looking at a apartment in co. Laois but the Agent told me rent allowance was refused to the last tenant because he/she moved from Dublin?! Can someone clarify this? I know to move house within the same local Authority is Ok. I am in Dublin 9 so if i stay in Dublin City Council i will be ok. What about Fingal, dun…
